I have a business I started in 2004, JakoterHealthOrganizers.com. For this business I needed a Webmaster to create and design a website. I told them exactly what I wanted it to look like, how may pages, and what was to be on the pages. When it was time for updates and changes I would submit the changes and then wait and then I would receive a bill, not a small one might I add. This got to be very cumbersome but this is they way websites worked back then.
